ANN ARBOR—The current war on terrorism has resulted in a unique and potentially positive relationship between the United States and Russia. The possibilities seem endless. What could this framework mean for the new millennial world? And how could it affect the balance of power around the globe?

On Thursday (Oct. 18) the Center for Russian and East European Studies at the University of Michigan is sponsoring a lecture and panel discussing titled “A New Framework for Strategic Cooperation Between the U.S. and Russia.” The lecture, by Rose Gottemoeller, senior associate, Carnegie Endowment for International Peace, will begin at 7:30 p.m. in room 1636 of the International Institute, 1080 South University.

The panel discussion will feature Gottemoeller; Kenneth Lieberthal, professor of business administration and political science, U-M; and William Zimmerman, professor of political science and director, Center for Political Studies, U-M.

Gottemoeller is an expert on nuclear arsenal and arms control issues in Russia and the former Soviet states. Before joining the Endowment in October 2000, she held several positions at the U.S. Department of Energy including deputy undersecretary for defense nuclear non-proliferation, assistant secretary for non-proliferation and national security, and director of the Office of Non-proliferation and National Security.

From 1994 to 1997, she was deputy director of the International Institute for Strategic Studies in London. From 1993 to 1994, Gottemoeller served on the National Security Council at the White House as director for Russia, Ukraine, and Eurasia Affairs. From 1992 to 1993, she directed the Transition, Arms Control and Disarmament Agency. A senior defense analyst at the RAND Corporation from 1978 to 1992, she was an adjunct professor of Soviet military policy at Georgetown University from 1989 to 1992. She has written widely on arms control topics and is the editor of Strategic Arms Control in the Post-START Era.
